Toppen Foodland is due on the ground floor of Toppen Shopping Centre in December 2026. Ikano Centres sized the hall at more than 35,000 square feet and 32 outlets, a mix of inline restaurants and Grab & Go kiosks, on the same floor as Jaya Grocer. Construction started in March 2026, the same month the mall first announced the project. As of 11 October 2026 there is still no opening day inside December, and no public menu or ticket price.
This is the IKEA-anchored neighbour of AEON Mall Tebrau City, not a new wing of AEON. The address is No. 33A, Jalan Desa Harmonium, Taman Desa Tebrau, 81100 Johor Bahru. IKEA Tebrau sits next door at No. 33, Jalan Harmonium. Singapore coaches already stop here for meatballs and Uniqlo. Foodland is Ikano's attempt to keep those groups, plus Taman Daya and Mount Austin families, on the ground floor after grocery instead of sending them back to AEON Food Hall or Dedap.
Toppen's own tagline for the hall is "New eats, new vibes." The official artist's impressions show industrial lighting, island counters, and placeholder shop names on the fascia. Treat those names as render dressing. The tenant list that counts is the first wave Toppen named in its 17 August 2026 statement, which The Iskandarian and PR Newswire both carried the same day.
The first eight names
Sukiyaki is a Japanese steamboat and yakiniku buffet making its Johor debut. Its first Malaysian outlet is at The Exchange TRX in Kuala Lumpur. Lazy Monday is a homegrown burger brand that holds a Malaysia Book of Records entry for the country's largest burger. This is its first shopping-centre outlet. Sopoong is Korean sharing food and will be the brand's second Johor shop. Sushi Plus is conveyor-belt sushi for a sit-down or a takeaway box.
Luckin Coffee is on the list, which matters if you already drink it in Singapore or China and want the same cup after IKEA. Bored Tacos is a Singapore brand making its Malaysian debut with Mexican-style tacos. Yobe is frozen yogurt. B&B Bakery is a shiopan baker entering a mall for the first time. That is eight of 32. The other 24 have not been named in the August statement. Do not plan a full makan itinerary off the artist's impression of "Pizza Art" or "Sagrada Cafe." Those signs are in the renders. They are not in the press list.
Sergey Aristarkhov, the centre manager, said Johor Bahru diners now look for more variety and a reason to sit down together, and that Foodland mixes local names, international brands, and first-to-market concepts. The useful part of that quote is the mix. The hall is not a kopitiam row and it is not a fine-dining floor. Grab & Go kiosks sit next to full restaurants. If you only want coffee and shiopan after Småland, that is the point of the kiosks. If you want steamboat, you wait for Sukiyaki's own queue rules, which are not out yet.
How the ground floor is supposed to work
Jaya Grocer opened on this floor in August 2025. Foodland is the second half of that rebuild. Ikano's earlier March note, reported by EdgeProp on 1 April 2026, put Foodland on a more casual track than IPC Gourmet Hall in Petaling Jaya, the sister dining hall also due in December. IPC is 43,000 square feet and 39 outlets. Toppen is smaller and louder. That is the honest comparison if you already know IPC.
Toppen itself is about 1.25 million square feet, with IKEA as the first IKEA store outside the Klang Valley. The rooftop is The Topp, with TGV and outdoor seating. Foodland is downstairs. You do not need a rooftop ticket to eat here. Mall entry is free. Individual restaurants will charge their own prices once they open. None of those prices are public in October.
Mall hours are 10:00am to 10:00pm daily. IKEA Tebrau's Swedish Restaurant opens earlier, 9:30am to 9:30pm, so a December Saturday can still start with breakfast next door and then walk into Foodland after 10:00. IKEA has been cashless since 1 September 2026. Bring a card for that side even if a Foodland stall later takes cash. The covered walk to AEON Mall Tebrau City is the hop if you still need Fanpekka or Tsutaya after lunch.
Getting there from Desa Tebrau
Drivers use the Toppen and IKEA gates on Jalan Harmonium and Persiaran Desa Tebrau. Toppen's parking page prices cars at RM2 for the first three hours Monday to Friday, then RM1 each extra hour. Saturday, Sunday and public holidays are RM3 for the first three hours. Motorbikes are RM1 on weekdays and RM2 on weekends and public holidays. IKEA still rebates parking if you buy in the IKEA store. Confirm the rebate at the IKEA checkout, not at a Foodland kiosk.
Toppen's getting-here page lists public buses J10, J16 and P111 from the city centre to the mall. There is no MRT. Grab is how most Singapore day-trippers leave. If you are already at AEON, walk the link instead of taking a second car. Chinese searchers looking for 地不佬 or 宜家淡杯 will land on this same junction. Malay searchers looking for pasar malam Desa Tebrau on Jalan Harmonium 13 are one street over on Saturday, not inside Foodland.
Until Toppen names a December date, treat this as a ground-floor rebuild to watch, not a booking. Follow toppen.my and the mall's Instagram for the remaining 24 tenants. Leasing questions go to Ikano, not to AEON's atrium desk.
